Enhancing Peace and Security in the Eastern Africa Region

Director Appraised by Ministers for Outstanding Performance

The Council of Ministers for Defence and Security of the Eastern Africa region rated the overall performance of the Director of the Eastern Africa Standby Force, Dr. Abdillahi Omar Bouh, as outstanding up to the period ending December 2019

during the final session of EASF Policy Organs meetings held recently in Kampala, Uganda.

The Ordinary Sessions of EASF Policy Organs meetings are held in three consecutive phases whereby the first meeting comprising Experts' Working Group members from the ten Member States draws and refines discussion points to be laid before the second meeting made up of the Committee of Eastern Africa Chiefs of Defense Staff (EACDS). The EACDS discuss the points to be presented and deliberated upon by the Council of Ministers for Defence and Security of the Eastern Africa region for final approval.

Dr. Bouh's leadership has been focused on maintaining and enhancing EASF's Full Operational Capability (FOC) status acquired in 2014. His efforts have also seen the Standby Force, in collaboration with strategic partners from Europe, acquire a Forward Force Headquarters Start-Up Kit comprising accommodation and office quarters as well as state of the art Command & Control Communications Informations Systems equipment among others. These include Satellite Communication Systems which can be deployed anywhere in the world.

Dr. Bouh has also built bridges with a wide range of organisations across the Peace and Security spectrum, many of which have now formalized this partnership. The most recent one was the signing of a Memorandum of Understanding between EASF and the Regional Centre on Small Arms (RECSA) on 27th November 2019.

It is also under Dr. Bouh's leadership that EASF has been selected for the second time by the African Union to play a 6-months continental standby role, which will be ending on 31st December 2019.
