EASF and RECSA to Conclude Memorandum of Understanding

The Eastern Africa Standby Force (EASF) held a meeting with Regional Centre on Small Arms (RECSA) at the RECSA Secretariat in Nairobi, Kenya on 27th September 2019. The meeting aimed at examining the status of the implementation of the existing Memorandum of Understanding (MoU) that was signed in January 2014.

EASF's delegation comprised the Director Dr. Abdillahi Omar Bouh, the Joint Chief of Staff Major General (Dr) Charles Rudakabana, the Legal Officer Lieutenant Colonel David Okello and the Internal Auditor Colonel Acc. Dr. Mohammed Shumo. The hosts were the Executive Secretary of RECSA Lt.Gen Badreldin Elamin Abdegadir, Ambassador Mussie Hailu who is the Regional Director of the United Religions Initiative (URI) and RECSA's staff.  

The two institutions reiterated their desire to cooperate within the fields of their respective competence of enhancing peace and security in the Eastern African region which involves, among other initiatives, prevention, control and reduction of small arms and light weapons.

The meeting resolved that RECSA and EASF technical teams will review the existing MoU, propose the relevant amendments and submit the same to the two principals for signatures in a ceremony which will be followed by a joint communique. The 2014 MoU had identified areas of cooperation in the fields of exchange of information, Demobilization, Disarmament, and Reintegration (DDR), community education and awareness programs as well as Peace Support Operations.
 
During the meeting, RECSA Executive Secretary appointed Mr. Eric Kayiranga as RECSA focal Point while EASF Director nominated Lt. Colonel David Okello as the focal point for EASF. The two officers will follow up on the implementation of the MoU.
